California's 2028 plan for Los Angeles - "Sponge City"

A documentary from 6 months ago lays out a plan that started in 2016 to change Los Angeles.

Los Angeles current water supply sources:

“Water gets pumped from outside the city while any water that falls inside the city is flushed out as soon as possible...”

However, “The amount of rain coming from the mountains is decreasing and the amount falling in the city is increasing.” (they forgot to add, thanks to cloud-seeding)

Their plan since 2016… to create a Sponge City, like China, dating back to the 2000's.

“The concept is simple. Integrate as much nature into the city as possible, to collect rain water and store underground then soak it into the city's aquifer and provide drinking water.”

I wonder how they will integrate “nature” in an established city full of concrete. Could it be, by burning it down first?
